2. **Key findings** — the few points that actually matter to the decision, as tight bullets.

4. **Recommendation** — what you're advising, and the immediate next step or decision needed.

Lead with the recommendation-relevant material; cut anything a decision-maker doesn't need. Base every point on the source material — don't add outside claims. If the material doesn't actually support a clear recommendation, say what's missing to make the call rather than inventing one.
